Follow the manual and do a calibrate to reset the elements at their 
proper lengths, then see of that makes a difference.  The beauty of the 
SteppIR is that you can make adjustments for the lowest SWR on all 
bands.  Depending on interaction with the surrounding environment (e.g., 
other wire antennas, proximity to buildings) the elements may need to be 
changed slightly from default.  Mine require that on 17 and 6M.  Works 
like a charm....good luck!
