just use plexi-glass. 

Fix it to the bottom rung on the 'back/inside' side with conduit clamps. As you raise it up use a ladder to fix the top so it stays.

If you can visualize 3 'pedals' of a flower, fixed at the bottom.  as you 'close' the flower clamp it off at the top, out of reach.

The pleix-glass wont rust, can be painted, not electrical and smooth enough so as to be not climbable.   

You must remember, its only a deterrent.  Nothing short of a guard will be 100%.
