[TowerTalk] ramp up-dn control for p-p motor

I got hold of a new golf buggie mosfet controller 20amp ,has ramp up es dn
plus preset max speed es other bits so that part's ok.. now I need circuit
for direction read out say using 200mv dig LED read out to read in deg's
000 =000 volts es  360deg's to read 0.360 volts es mag pickup on motor
shaft.m/speed is approx 10000rpm! How is this bit done?? other ques is wot
current does the pp motor use ?? tu vk3pa
