Why would you use any type of balun with a vertical?  A choke or unun would 
be more appropriate.  Also to work as well as possible the matching network 
should be at the base of the vertical.

Voltage baluns for antennas have never made sense to me,
except for Yagis.  They have three output terminals, 0 degrees, 180
degrees, and "ground".  On a Yagi, the boom might actually
work as an RF ground, plus the load is well balanced.
How you would connect a voltage balun to a vertical and its
ground screen is completely unclear.  I also don't know
why you would want the 4:1 ratio.
