And that bump corresponds to roughly a doubling of forces, so 
essentially, what they're asking for is a 100% margin over expected loads.

I can easily believe 70-80 mi/hr winds

After all, some decades ago, someone soared a P-38 engine off in the 
updraft from the Bishop rotor.
