In training from my employer the fall arrest connection was always on the
back, and the fall arrest gear we were issued only had the back D ring.  
Also that is supported by information in a book available from ARRL about
tower climbing safety.
A couple of important factors with the fall arrest system is that the fall
arrest strap should be a type that slows the fall instead of a solid strap.
Also hanging after the fall can be fatal if not rescued in a short time
span.
