I think his primary claims for fractal antennas these days are that they are both compact and broadband.  They are probably also inefficient, like all the other sub-wavelength size antennas out there.  Small antennas are hard to get right (c.f. the iPhone 4).

I have barely met Chip Cohen, but a colleague of mine knew him pretty well back in the day.  Chip had a reputation of being a bit of a Usenet troll, but not a fraud.
