I guess one could argue the other side of the coin.

"You guys are over-engineering all of this. Just drill three 1" holes in 
the rock and epoxy the rebar or anchor bolts in. No concrete needed"

Once you start pouring any concrete, you have to ask why?  That's the 
engineering. It makes a lot of sense to not over-engineer.
The question is "what is over, and what is under?"
