Americans were so opposed to the idea of a strong central government 
that they ended up with a multitude of separate governments (state, 
county, city/township/village) and quasi-governments (school, fire and 
library districts -- and now HOAs as well), all with their hands in our 
pockets and some with as much power as -- or even more than -- the one 
the American system was supposed to remedy.
