[TowerTalk] Friction enhancing spray

You don't want a capstan sticky, that would prevent it from slipping when
you wanted it to.  The tricky part of a capstan is that it keeps turning but
you stop the load by letting the rope slip around it.  at worst if it slips
too easily I might rough up the surface with a fine sandpaper.
