Good point.  I think most broadband antennas are/were designed for military 
service where they can be deployed quickly by personnel who do not have an 
understanding of VSWR, matching, and tuning techniques.  I think this is 
clear by the set-up instructions I've seen that accompany broadband dipoles: 
1) Find a tall support and hoist the middle high in the air; 2) tie down 
ends; 3) Plug cable into Tx and operate.
