25G doesn't go very high at all self supporting so it's not going to 
take a large base.  At 40 feet it's rated at less than 2 sq ft of antenna.
AT 90 MPH it'll support 4.4 sq ft at 35 feet.   ROHN's specs really do 
call for 4 X 4 X 4' of concrete on the 25G
