I made such a device for holding wires to Philly twenty years ago and still 
 use it on my Philly caternaries.
 
I simply take some 14/2 house wire (still in the white wrapper), make a  
loop in the middle for hanging the wire, and then wrap about 9 or 12 inches of 
 the wire around the Philly in a spiral pattern in both  directions.   It 
does not mar the Philly and the spirals act like preforms.
 
By the way, this also works on ropes.  I've been using it for years on  
them too.
