[TowerTalk] Rohn GA55GD on top brace?

Has anyone ever noticed that the Rohn GA55GD guy bracket assembly cannot be
mounted on the uppermost tower brace on a given section of 55G?  The profile
(vertical dimension) of the bracket interferes with the leg-joining sleeves
on the section just above.

I wonder if this was just an "unfortunate feature" resulting from the 222-D
engineering revisions or were they intentionally trying to inhibit the
bracket from being mounted on the top brace?
