Oh come on. They have their auction web site already set up and it has been
for years. They would simply list each tower as an auction item and let the
bidders go at it. If some or all didn't sell, then they would be justified
as selling it as scrap. They sell many copies of the same item day-in, and
day-out, like generators for example. The problem is the non-sensible
classifying of these towers as military code D munitions list items.

And how long do you think that would take to accomplish??  Years, probably.
And who do you think would have to pay for all the storage and hand-holding
it would take to sell all those towers to hams (many of whom would probably
default and not follow through with the purchase)?  
Taxpayers, for sure.

I'm not saying that scrapping all those towers isn't horrifically wasteful,
but I AM saying that trying to sell them individually to random citizens
certainly would be.
