What I've seen was rust that had washed down the tower from something 
higher up.  The tower sections (in these cases) was not rusting, but was 
coated "very evenly" with rust. I never bothered to try and clean it. In 
one case it was from some painted, steel masting.  I've also seen it on 
galvanized 1 1/2" TV masting as well as painted steel TV masting which 
had paint peeling and the surface was rusting.  The TB-4 looked like it 
had been spray painted with a very thin coating of brown paint, or stain.

In none of the cases was the material itself rusted inside or out. At 
least not that I could detect. The surprising part was how evenly coated 
it had become after installation.
