What is it?  It appears to be a rotator mounting plate or adapter plate 
to fit a particular rotator to a specific tower.  If so, couldn't you 
take the dimensions to a local machine shop, or does it have some 
torsional absorption properties as the name would imply?

Have you tried Texas Towers? I doubt they'd stock them, but might be 
willing to order one. HRO?
