There was a device like this in one of the Antenna Compendiums. It had a 
transformer power splitter and a phase shifter in series with one of the 
verticals. You could switch the phase to one of the elements by 180, so 
the idea is that you could null on the desired signal, then flip the 
switch and the lobe faces towards it.
