I would put the C31XR on the top of the pile and put the 240 under it. The reason is that the extra height will help 3 bands by about 1db at low takeoff angles, and moving the 40 down will not hurt that single band by more than 1 db. I'll take 1 db on three bands over <1db on one band any day. (And that's exactly what I have, Kt36XA at 80 feet over a 2 element 40 at 71 feet).

Do the HFTA analysis and you will see what I mean.
