 From my notebook of "Hard Knocks" :

1.)  Capping or stuffing the end of a sizable tube in some manner is 
good, and adding a small drain hole in the bottom of the capped tube is best .

2. )  Using anything not metalic for stuffing, often leads it's 
destruction by all types of critters and their prying weapons.

3, ) When obstructing openings that could in any way be accessed by 
rodents, In addition to steel wool or soap impregnated "scrubies", 
the addition of the scented pucks found in the bottom of urinals 
really detracts rodents.  Now you buy your own, from a commercial dealer !

4. )  When stuffing with steel wool, spray some paint on the exposed 
surface to prevent rusting.
