Try running as administrator if your normal user login does not have
administrator privileges.

Runs just fine on my Windows 8.1/64 system(s).  I don't remember needing to
do anything special to make it work although I routinely install amateur
related software on a separate drive and therefor not in the C:\Program
Files or C:\Program Files(x86) directory trees.
