[TowerTalk] How to run HFTA v1.04 under Windows 8.1?

Runs just fine on my Windows 8.1/64 system(s).  I don't remember
needing to do anything special to make it work although I routinely
install amateur related software on a separate drive and therefor
not in the C:\Program Files or C:\Program Files(x86) directory
trees.
