[TowerTalk] Delhi DMX-48 base stubs

I used some channel iron with an opening around 3 1/2 inches, just so it
enclosed the leg nicely.  Way stronger than the original and if you change
your mind and want a different tower, you have enough strength there to
weld or bolt another kind of base to it.
