That is correct regarding metric tubing not telescoping.  It is likely the
reason OptiBeam bolts the inner tube to one side of the outer tube using a
S.H.C.S.

Most larger heavier wall 6061-T6 tubing in the US does also not telescope.
 It is typically available extruded (which has big tolerances) with a .125
wall. I have only seen the .120 wall at DX Engineering, I am not sure
where they are getting it from.

One other thought - if I understand correctly, metric tubing does not
telescope as tightly as US 0.058/0.120" wall. So squeezing the inner tube
to the far side is a way to compensate for the extra slop. A logical
solution for Optibeam, but I think a bad idea if 0.058/0.120 wall tubing
is available.
