You should read a bit further in the description of the antenna. It, and 
other verticals in that family, are shortened vertical dipoles. Vertical 
dipoles do NOT need radials.

Another member of the R-series was one of a dozen or so verticals tested 
by N0AX and K7LXC nearly 15 years ago, and it was a very good performer.
