[TowerTalk] Safety line on tower

While it may be rare to see a safety line, it should not be so.  I can
recall several unnecessary deaths (in one case a close friend and guest
operator at my own station) that would likely have been prevented by
proper safety equipment.

As I plan a new set of towers, I fully intend to investigate built in
fall arrest (safety) systems to the extent that they are compatible
with rotating towers and/or ring rotators.
