[TowerTalk] Safety line on tower

Actually the two scenarios are the same - the safety climb needs to be
run inside the rings and you must bite the bullet at each ring and do a
little hooking and unhooking. Still relatively easy to maintain 100%
tie-off.
As someone once said: tie or fly.
