You can clean up the poured concrete base with a grinder equipped with a diamond wheel. Then you can paint it with 10X from Rustoleum. I've seen this applied to concrete walkways and steps and it looks great. You even get to pick the color!

I would suggest you put wire mesh centered in the two inch thick pour which 
may help to keep the concrete from cracking.

 and will probably crack.

(Here in AZ almost all houses are slab-on-grade.  There is a saying, "There 
are
two types of concrete slabs, those that are cracked and those that are going 
to
crack.")
