Where is the (real) place to find out the requirements for an anti-climb device?

I have climbed a lot of ham towers and seen many more. I can't ever recall
seeing an anti-climb device being used. Texas, Michigan, all the New
England States.

Is it really that common? Funny that I have never seen one.

Relative to legal intimidation and municipalities. One of the most
effective tools is to get educated in the background, but represent
yourself. The opposing side ringing up the costs vs the homeowner who has
nothing but time and no costs to persist is one of the most valuable tools
in the system. Add to that legal standing and federal pre-emption rights
and it would seem that an acceptable deal should be able to be accomplished
if there are no screaming close neighbors.

I think space separation is the best defense in ham tower situations.
