[TowerTalk] USTower anchor bolts rusting

Why wouldn't they use galvanized A325 bolts to support the entire tower.

When I installed my used HDX-555 I purchased new base anchor bolts from US
Towers. After about 3 years the bolts have a coat of rust on them. Is this
normal?
Nothing else is rusting at all including the nuts for the bolts which were
ordered at the same time.
