I decided not to grout under my HDX589 bases.  This was after removing 
an TMM-433HD base that was grouted.  All of the galvanizing was gone and 
serious rusting had commenced.  And this was in N CA which is fairly dry 
(13" rain per year).

I hose out the debris under the 589 bases every year and spray some cold 
galvanizing on the nuts and exposed threads of the anchor rods.  The 
inspector at final  didn't care about grout.

I checked out highway light standard base bolts and saw them both ways,  
grout/no grout.
