[TowerTalk] Turn 80m dipole inv v into something for 30m

I was trying to avoid climbing.  I have a SteppIR with the 30/40 so this 
would be an extra antenna for the 2nd radio.

I tried researching a 1.5 wavelength dipole antenna on the internet but 
didn't find too much.
