I needed an attorney for my most recent tower since the county declared 
it commercial in direct conflict with the codes that explicitly exempted 
amateur radio towers from the rather onerous commercial permitting 
process.  That was the personal agenda of some bureaucrat not liking 
towers.  Others in the process (engineering and health) were very helpful.

I was surprised to find my usual law firm had a "communications" 
practice and they referred me to a part timer that took care of the 
county quickly and cheaply and the permit was issued.  She was well 
familiar with the county codes.  Her practice involved cell, BCB, and 
municipal installations.  So also check around with larger local law 
firms as they may have a relevant practice with deep local knowledge.
