[TowerTalk] Cable on winch drum

 From the Fulton K2550 winch instructions. Useful for other how to's too.

‡ "Always maintain a minimum of three (3) complete wraps of cable or 
rope on the drum"

This supports Ron's note. This is cable wraps, not layers.
