[TowerTalk] time to modernize the reflector

As a Groups.io list owner SteppIR  and others.  There can be as much 
moderation as necessary and what is nice when a topic is closed for 
discussion it can actually be close and BS post that have nothing to do 
with the list can be easily removed, making it far easier to search for 
relevant information.

I am unsure if there is a way to bring over the archives.  K5TR is very 
competent and if he agrees I am sure that he can help with the process.

Groups.io groups also allow people to view using only the web and many 
people really like that option.

There are no real negatives other than a temporary upsetting of things.
