If your conduit is large enough, (remember to have no more than 60% fill) you could use a hacksaw blade to cut around the foam plug. Just push the bare saw blade down the side of the conduit until you feel it coming out the other side. Then with a slight twist of the blade making the teeth side of the blade ride on ID of conduit proceed to saw around the circumference with careful strokes. By the way a a vise grip type of plier makes a good handle for the blade, especially if your plug is near the length of the hacksaw blade. For those of a braver heart can do this with a reciprocating saw if it is variable speed. 
I have had to do this many times because the person foaming did not insure the conductors were separated allowing foam to penetrate between them. If not air tight they will pump moisture in with heat and pressure cycling, filling your nice dry conduit with water.
