No need to reinvent the wheel - Rohn makes a tapered section and base
insulator for 45G.  Of course, then you also need to use non-conductive guy
wires or segment them with insulators.

But I'm confused.  You said "make extra use as a radiator" - it sounds like
you are going to have antennas mounted on it as well.  How are you going to
isolate the feedlines to keep them from shorting across the base?  It's not
impossible, but certainly adds to the complexity especially if you are going
to operate multiple bands.  Provide more details.
