The 242, 262, 243 etc "standard" Loctites need an oxygen free 
environment and contact with iron to properly cure.  The containers 
interestingly are oxygen permeable.  It won't cure on aluminum unless 
special activators are used prior to fastening, but still requires 
absence of oxygen.

Mcmaster has a large selection of numerous sealing and adhesive systems. 
  Including light activated, two part epoxies and acrylics, super glues, 
silicones,.....
