Stan the tower and top loading sound like a reasonable starting point. The close proximity to a steel framed building is no help. Just guessing you will have a distortion of your pattern and hard to imagine how much signal loss, so as long as you maintain a maximum current point up near the top.
My concern is how will you accomplish an effective counterpoise system if you’re able to employ raised radials, that would be even better. This antenna will be better than no antenna on 160. Your lowest loss counterpoise or radial system is paramount.
