So, just ballparking. for a few thousand dollars you could have someone with a PE license design and build a UL452 compliant ADU, run the tests, document compliance, etc.  
If I were doing it, I would make the sales contract very carefully worded.

DC resistance between antenna terminal(s) and ground has to be >=75k measured at 6V

Current carrying components shall be corrosion resistant material. Ground connection accommodates minimum of either 17AWG (for Rx) or 10AWG (for Tx)

Discharge test is 5 pulses of 500V discharged from a 2 microfarad cap.  Then check to meet the 75k requirement. 

A bunch of rules about what the connectors need to look like, torquing, etc. and what materials it can be made of, etc.

So, looks like you're not running 1 kW CW through a listed ADU if the impedance is sufficiently high.
