[TowerTalk] Heat tape for relays

Thanks for all the great replies.  Yes, I am sure it is moisture that makes
them sticky.  I am going to try the light bulb technique to start.  Of
course, now it has been very mild weather with temps getting up to the 60's
F so not a real test.
