Agree that bigger is quicker. I've used three different sized rotary hammers into clay soil with about 45 min for the smallest hammer to 5-7 min for the largest. Largest size might be available for rent locally and will be a definite time-saver.

SDS hammer drill with the ground rod bit. Either Plus or Max version of the drill will work. 

After I got an SDS-Plus, the time for installing ground rods went from an appreciable portion
of an hour to just a few minutes.
