I haven't used a DVP yet, but on CW, the interval starts counting up after
the CW stops. Since the program (TR) can't know when the DVP has finished,
maybe it starts counting immediately after the request for the DVP message
has gone out. 

Do you have the interval set longer than the length of the message? In other
words, if it's a ten-second message and you want a ten-second pause, have
you tried the interval set to 20 seconds?

Just a wild guess....
