I think it waits until the minute changes.  Like, if you make Qs at 

01:30:05 
01:30:20
01:30:45

None of those enter into the calculation until it's 01:31  ...is that 
right Tree?

I like the idea of the last hour rate _in addition_ to the last 10 
minute rate.  Never had much use for the QSOs this hour though.
