[TRLog] Minor CW Problem

I see this both using the simulator and regular keying when running in
a DOS window.  My guess is that because of the nature of W95/98 the
timing is being delayed slightly at the start of keying.  Haven't had
any problems when booting to DOS mode, so that's probably the best
way.
