WinTelnetx is a program by K1TTT. It can be downloaded from his web-page.

WinTelnetx is a Window 95/NT application that allows you to cross connect
various communications channels available on your PC for various purposes.
It also provides translations between PacketCluster user connections,
PacketCluster backbone connections, and CT network data formats for
transfering
DX Spotting information.  It is also possible to route several different
data sources to/from one or more other sources.

Some examples of uses are:
1. Connecting telnet PacketCluster node to a local node via a TNC.
2. Connecting 2 telnet PacketCluster nodes and a local node direct to a
CT Ethernet backbone.
3. Connecting two CT networks via the internet.
4. Connecting a telnet PacketCluster out to a com port for another logging
program to access.
5. Accepting a telnet connection from the internet and routing it to a local
PacketCluster .

It is confirmed that it can be setup to connect to TR.
