[TRLog] SIIG Serial PCI

I just went through a PCI-related problem in getting TR to run under
Win98.  I have a CompUSA PCI 2-ser/1-par card that dropped in and
installed fairly straightforwardly, but TR couldn't see it, even though
the Windows System/Device Manager showed COM1/2 on the m'board and COM3/4
on the PCI board.

The solution turned out to be installing the correct DOS drivers and
running TR from the command mode (hit F8 during boot up and select
"command mode" from the menu).  Once I went that route, everything has
been hunky dory.
