I'm far away and not into the State QSO party business, so just disregard if I'm 
talking nonsense.

I think this is the problem, the others don't have the Name and County exchange 
(according to FCONTEST.PAS).

Has anybody tried

exchange received = name qth and possible ten ten number

(Just omit the ten ten number). Maybe this works, at least if you're outside MN.
