[Trlog] rcc CONTEST

I am trying to compile cfg file for the RCC contest but ran out of ideas.
There is the list of RCC members with RCC numbers like xx1xx -RCC 33,
yy2yy - RCC 567 etc. These members are all multipliers and they give their
RCC number as an exchange. All other stations give serial numbers. I can put
all the members into initial.ex file but how can I make them to be counted
as mult? Members are from many different countries.
