[Trlog] Minor TQP setup question

I know I'm probably forgetting something here, but I was playing around
with my Texas QSO Party setup and made up a scenario where K1DG was
mobile in Uvalde county and I'm operating fixed in Texas.  When I used
my normal method of logging mobile counties (i.e. K1DG/uva or
K1DG/uval), it puts Doug in the Ukraine, "UR".  If I used KG5U/uval,
everything works great, Dale gets thrown into Uvalde county Texas.  I
experimented and found that "K1DG/5uva" did indeed put Doug in Uvalde
county Texas rather than in Ukraine.  I really doubt Doug is coming to
Texas, but you get the idea.  It looks like TRlog expects you to stay in
your own call district, but N3BB and W3DYA would mess things up.

Have I missed a configuration setup parameter or is this just something
we work around with the "/5XXX" idea?
